If you drag a panelbar using sprite mode (as opposed to
solid) when using a theme that has a nonzero
panel::border.size property, you will be able to drag
the panelbar sprite past the real range of motion of
the panelbar. When you release the mouse button, it
will snap to the proper ranges.
